I'm pretty sure the elevator between Jersey City and Hoboken counts as a municipal elevator (though maybe it's considered part of the light rail system? It's free, anyway.) I used to ride my bicycle down Paterson Plank road at breakneck speeds on the way to the PATH train and then come back via the elevator, so I never had to ride up that steep hill. They have clear glass beads embedded in the sidewalk making it one of the prettiest parts of Jersey City. (A low bar to clear, admittedly.)
